The concept of this billboard advertisement for promoting mascara is simply brilliant but it is being difficult to ascertain what it wants to convey. The billboard will change the moment it will receive a few drops of rain to give impression that mascara is leaking. However, this concept specifically for mascara is a little bit confusing and undecipherable.

May be it is trying to depict the mascara on the right eye will not be leaking even if it rains due the max effect. The campaign is credited to Leo Burnett.
