Will calorie count help me to lose weight?

I am 23 years old and my weight is 90 kg. As you can see I need to lose my weight. If I stayed on a calorie daily limit of 2,600 calories per day combined with 200 grams of carbs per daily limit, would I be able to lose 3 to 4 pounds per week? Please give me information about that how can I lose weight quickly will calorie counting help me in anyways to lose weight.
