Are there any chocolate health benefits for a person suffering from diabetes and high blood pressure at the same time?

My dad is a diabetic and he is suffering from high blood pressure as well. He is really adamant on buying some dark chocolate, which contains some 70% cocoa, as one of his friends has asked him to eat a bit of it every day, to lower the blood pressure, and lessen the cholesterol. I read a few articles about dark chocolate benefits, and that it does help in lowering down the cholesterol and blood pressure as well, but I am still apprehensive about it. My dad is a patient of type 2 diabetes, and I am not sure whether such a chocolate would be any beneficial to him. Can some health expert please assist me with some appropriate advice regarding the chocolate health benefits for my dad, who is not only a diabetic, but also suffering from high blood pressure?
