Why is a bat 3D tattoo expensive?

Yesterday, I went to get a 3D bat tattoo done on my chest but I was shocked knowing the rates of that tattoo! Are 3D tattoos costly or I was getting mugged? Can’t I get this tattoo on easy rates in Russia?
