It is during this period, some scientists have pointed finders on governments that have been watering down conclusions on climate change &#8211; that it already was under way and damaging nature.<\/p>\n<p>Rajendra Pachauri, chairman of the Intergovernmental Panel on Climate Change (IPCC) said,<\/p>\n<blockquote><p>It&#8217;s the poorest of the poor in the world, and this includes poor people even in prosperous societies, who are going to be the worst hit.<\/p>\n<p>This does become a global responsibility in my view.\n<\/p><\/blockquote>\n<p>Grouping 2,500 scientists, the IPCC &#8212; world authority on climate change &#8211; fear that a sharp warming will not spare any region of the planet!
