In the process, transport and housing infrastructure has lagged far behind.<\/p>\n<p>The 15-kilometer commute from the neighboring UAE emirate of Sharjah, where many expatriates live, takes an average of two hours and 44 minutes roundtrip despite two express highways. To add to their woes, the population of the city is likely to double again to more than 2 million by 2015.<\/p><div class=\"38520354a5201685ddf480eec688e1a7\" data-index=\"2\" style=\"float: none; margin:10px 0 10px 0; text-align:center;\">\n<script async src=\"https:\/\/pagead2.googlesyndication.com\/pagead\/js\/adsbygoogle.js\"><\/script>\r\n<ins class=\"adsbygoogle\"\r\n     style=\"display:block; text-align:center;\"\r\n     data-ad-layout=\"in-article\"\r\n     data-ad-format=\"fluid\"\r\n     data-ad-client=\"ca-pub-9477973674766713\"\r\n     data-ad-slot=\"8885944693\"><\/ins>\r\n<script>\r\n     (adsbygoogle = window.adsbygoogle || []).push({});\r\n<\/script>\n<\/div>\n\n<p>Dubai is planning a four-line metro system which should begin operations in 2009, a floating bridge over Dubai creek, the city&#8217;s main waterway, and water taxis that will run along the creek and to the man-made islands off the coast to ease congestion.<\/p>\n<p>So if you plan to live in the middle east then it would be best to opt for <strong>Jeddah, in Saudi Arabia, which was found to be the least congested city,<\/strong> with an average commuting time of 46 minutes.
