What is the treatment of paresthesia if someone is suffering from diabetes as well?

My mother is suffering from diabetes for last two years and from last two days she is feeling a kind of sensation in her hands. Sometimes she feels as someone is tingling in her hand with pins and needles. I want to know is this related to her diabetes? Is this a symptom of diabetic neuropathy which is also known as hand paresthesia? What should I do? Shall I consult any doctor for this? She does not have any symptom of paresthesia, so can it be treated with any medicine?
